No internal flapper, including this one, is designed to make a water tight seal. That is not its purpose. It's purpose is only to stop the backwash surge. It is the installer's responsibility to determine the relationship between the engine height and the water line to prevent water leakage into the exhaust. if the engine is mounted too low, water will leak into the exhaust ports and cause severe damage
